• Higher Education Institutions Recognition Certificate: A document that shows that the person requesting recognition has graduated from a recognized higher education institution and program, but does not qualify as an equivalence document.
• Foreign nationals who will apply for a Master's or Doctorate do not need to apply for equivalence, except in the fields of medicine and dentistry. Interested persons can apply for graduate education by obtaining a "School Recognition Letter" from the Council of Higher Education. Applicants who are citizens of the Republic of Turkey who will apply for a Master's or Doctorate are required to apply for diploma equivalency.

• The "School Recognition" letters that are answered by all foreign and Turkish nationals are sent by the Presidency of the Council of Higher Education only by post, based on their petition containing an open address and signature to be notified to the Higher Education Council.
• Turkish citizens who graduated from associate, undergraduate or graduate programs of universities abroad and Foreign Nationals who graduated from associate, undergraduate or graduate programs of universities abroad will apply for equivalence.
• *Foreign nationals who will apply for a master's degree or doctorate do not need to apply for equivalence, except in the fields of health. Interested persons can apply for graduate education by obtaining a 'School Recognition Letter' from the Council of Higher Education.
